Women Work!'s most recent study based on 2003 census data revealed that single mothers and displaced homemakers are not a disappearing phenomenon in the United States. In fact, these family groups are on the increase and likely to be vastly over-represented in the nation's low-paying service jobs.
The report provides recommendations for tapping this underutilized labor pool to address anticipated shortages of skilled workers. Policy and employer recommendations for supporting women's efforts to obtain education, job training and economic self-sufficiency that are suggested in the report include:
- Flexible work schedules for all employees
- Benefits for part-time employees
- Increased federal and state funding for education and training
- Expanded family-related leave policies
- Social Security reform that addresses the needs of female workers
By removing the challenges women face--the "chutes" that slide them into low-wage jobs and limited access to education and training--and by creating policies and practices that serve as "ladders" to economic self-sufficiency, welfare caseloads can be reduced and tax revenue can be increased for state and federal governments.
Women Work!, the nation's largest network of women's education and training programs, is working to build a stronger U.S. economy by strengthening the role and contribution that women can make through skilled employment and career advancement.
